Ample data on English Learner (EL) student outcomes provide evidence of the steep challenge these students face in developing grade-level academic language and content knowledge. These data point to a critical question: are local schools and school districts using appropriate instructional program models to meet EL needs? While the effectiveness of specific instructional models for these studentsโsuch as dual language, transitional bilingual, and English-only approachesโhave attracted the attention of researchers and policymakers, instructional programming actually provided by schools or school districts is often a mix of different models or approaches. For this reason, it is crucial that a range of stakeholdersโincluding state and local education agency leaders, legislators, school board members, and community advocatesโhave a clear picture of what programs are offered to EL students and factors that might indicate whether they are appropriate and effective choices.
To improve understanding about the critical nature of the choices schools make with regard to EL instruction programs, MPIโs National Center on Immigrant Integration Policy released an issue brief, the second in an EL Insights series, that describes the goals and main features of common instructional models and key factors that often shape their selection and implementation by schools. In this webinar, the briefโs author, Julie Sugarman, discusses the key features of EL instructional models, how they are sometimes woven together to address language- and content-learning needs of students, and factors that can account for varied approaches within and across schools.
Other experts discuss state- and district-level approaches to supporting schools in implementing effective EL program models. They highlight the evolution of bilingual and dual language programming in Madison, Wisconsin, and New York Stateโs implementation of English as a New Language units of study as the foundation for more effective EL programming. Both speakers illustrate how, in order to improve the academic trajectories of EL students, ongoing reflection guided policy revisions and changes to the design and support of EL programs.

Barbara Foorman, Ph.D., is the Francis Eppes Professor of Education and Director of the Florida Center for Reading Research at Florida State University. During 2005, Dr. Foorman served as the Commissioner of Education Research in the Institute of Education Sciences in the USDOE. Dr. Foorman has over 140 publications on reading and language development and has been principal investigator of federally-funded grants on early reading interventions and K-12 reading assessment. She served on National Academy of Science committees on the "Prevention of Reading Difficulties in Young Children" and the learning and instruction panel of the "Strategic Educational Research Plan." She was a member of the advisory board for the federal office of Educational Research Improvement (OERI).

Complete K12 essentials Youtube channel and Complete K12 Essentials.com was created to offer parents and teachers an online augmentation or alternative when public schools are not available. The need for standard curriculum that can be delivered via the internet became obvious during the pandemic of 2020. Teachers and school districts were left to create lesson plans and somehow connect with the students with very little time. The challenge was to give each child a method to connect with teachers and class mates to simulate a natural learning environment. Although we are still building our library of video lessons, you can use our videos to create lesson plans, review standardized material, introduce building blocks and drills, as well as assigning tests and quizzes on limited videos, such as vocabulary. We are building videos that will serve all students from kindergarten through the 12th grade. Recently launched on June 21st, 2020 our goal is to provide videos that will serve as a resource for those teaching or those looking to cover important standardized curriculum. We believe that access to a solid foundation of knowledge should be available to everyone who chooses to seek it. Many offerings online lean on animation to capture a childโs attention, which to a certain extent works, but they lose interest rapidly and the opportunities for learning are significantly reduced. This is especially true when the child has no obligation to retain the material or accountability to a teacher. Navigating through the material suitable for each grade level is a difficult task at best, so we have created the โSAFE LEARNING PLACEโ logo and apply it to all of our videos to show you our dedication to providing good learning material that can be trusted across our whole channel.
